The promotion of energy-saving and emission-reduction work has increased the awareness of energy-saving and environmental protection in the entire industry, and curbed the momentum of a significant increase in the intensity of energy consumption and the discharge of major pollutants. Especially during the “Eleventh Five-Year Plan” period, the petroleum and chemical industries supported a higher growth rate of the industry with a lower growth rate of energy consumption. According to the statistics of the Progress Report on Energy Conservation in China's Petroleum and Chemical Industry, since 2000, the ratio of energy consumption in the petroleum and chemical industries to industrial energy consumption has been declining year by year. In 2009, the petrochemical industry consumed 47.125 million tons of standard coal, which accounted for 15.2% of the country's total energy consumption. It accounted for 22.6% of industrial energy consumption, a decrease of 4.47 percentage points from 2000.

According to data from the Petrochemical Federation, in 2010, the industry’s overall energy consumption was 414 million tons of standard coal, and the increase in energy consumption was 32.7 percentage points lower than the national average, which was 26.4 percentage points lower than the industrial average. In 2010, the comprehensive energy consumption per ton of crude oil processing was 99.3 kg of standard coal, which was 27.6% lower than in 2005; the comprehensive energy consumption per ton of ethylene was 880.7 kg of standard coal, down 11.6%; the comprehensive energy consumption per ton of synthetic ammonia was 1356.4 kg of standard coal, a decrease of 14.3%. The integrated energy consumption of calcium carbide, 30% ion-exchange membrane caustic soda and soda ash also decreased by 14.8%, 26.3% and 29.1%, respectively. The overall energy consumption of the major energy-consuming products in the petrochemical industry has narrowed the gap with foreign countries, and some are close to foreign advanced levels.

At the same time, the level of environmental protection in the industry has been significantly improved and pollutant emissions have been effectively controlled. In 2009, the chemical oxygen demand of the whole industry was 652,000 tons, which was 16.4% lower than in 2005; ammonia nitrogen emissions were 101,000 tons, down 58.1%; sulfur dioxide emissions were 1.777 million tons, down 14.1%; major pollutant emissions were both The National Planning Goals of the "11th Five-Year Plan" were achieved ahead of schedule.

Behind these achievements is the hard work of the petrochemical industry. The whole industry has taken the acceleration of elimination of outdated production capacity as a major measure to change the mode of development, adjust the economic structure, and improve the quality and efficiency of economic growth, and has successfully achieved the “Eleventh Five-Year” elimination target for coke and calcium carbide industries issued by the country. At the same time, a number of heavily polluting enterprises have also been shut down. By eliminating outdated production capacity, the industrial structure has been significantly optimized, the proportion of traditional high-energy-consuming industries has declined, and the proportion of fine chemicals and specialty chemicals has increased.

In particular, a number of advanced energy-saving and emission-reduction technologies have promoted the optimization and upgrading of industrial structures. For example, the compound fertilizer industry has developed high-tower granulation technology that replaces traditional drum and spray granulation technologies to reduce energy consumption and improve product quality. During the “Eleventh Five-Year Plan” period, through effective promotion of advanced coal gasification, large-scale closed-type calcium carbide furnaces, new membrane-diameter sub-membrane electrolyzers, and comprehensive utilization of calcium carbide furnace gas and yellow phosphorus furnaces, effective implementation of cleaner production and circular economy The industry has achieved remarkable results in energy conservation and emission reduction.

Policies, regulations and standards for energy-saving and emission reduction across the industry have been gradually improved. In 2011, the petrochemical federation completed the preparation of 10 national mandatory energy consumption quota standards such as soda ash and sulfuric acid entrusted by the National Development and Reform Commission and the National Standardization Committee; during the “11th Five-Year Plan” period, it formulated the “Energy-saving and emission reduction promotion for the petroleum and chemical industry”. In the energy-saving actions of thousands of companies, some petroleum, petrochemical and chemical companies completed at least 10 times the "Eleventh Five-Year" energy-saving targets. During the “11th Five-Year Plan” period, CNPC arranged special funds for 17 years to reach 17 billion yuan, implemented 852 energy-saving and emission reduction technical transformation projects, and saved 3.18 million tons of standard coal annually. CNOOC completed the construction of China's first offshore wind power station in 2007 and achieved a historic breakthrough in the development and utilization of renewable energy. China National Chemical Industry Group proposed the concept of energy-saving and emission-reduction of zero-emissions management, and promoted the company to the path of scientific development.
