As the country has not yet unified vehicle emissions and oil standards, the problem of cross-regional pollution of motor vehicles has become one of the difficulties in air management. Take Beijing as an example. The number of vehicles entering Beijing and transiting every day has reached more than 200,000, and many of them are heavy-duty trucks that have exceeded the standard, which has brought great pressure to Beijing's environment.
In order to solve this problem, Beijing, Tianjin, Jinlu and Inner Mongolia six provinces and cities will set up a vehicle emission pollution supervision platform in the near future. On the basis of regulatory data sharing, cross-regional motor vehicle over-standard penalties will be jointly enforced. Before the completion of the information sharing platform, the off-site punishment will be implemented in a way that each region regularly reports illegal information of vehicles in different places. Li Kunsheng, director of the Motor Vehicle Emissions Management Office of the Beijing Municipal Environmental Protection Bureau, said that if a foreign vehicle arrives in Beijing to find a problem, the relevant situation and a notice of punishment should be given to the local environmental protection department (the place where the vehicle is registered) to let the local environmental protection department Go to the door to punish, and then inform us of the situation. This will have a deterrent to vehicles that exceed the standard. The next step is to set up the database. We intend to establish a blacklist system. We will notify the relevant provinces and cities if the vehicles fail to meet the standards or exceed the standards. The first is to ask the relevant provinces and cities to punish; the second is not allowed to go to Beijing again. Provinces and cities should actively cooperate with each other.
In addition, in the supervision of new vehicles, the six provinces and municipalities will also cooperate. At present, only Beijing has carried out environmental pre-examination of new vehicles, while other areas only conduct spot checks on vehicles on the road, which is not conducive to reducing the total amount of new vehicles from the source. Li Kunsheng said that in the future, all provinces and cities will be organized to jointly carry out spot checks on new vehicles, and promise to use relevant laboratories in Beijing in the surrounding areas. It is imperative to establish a front-end supervision model such as Beijing, that is, to review the environmentally-friendly parts of vehicles for each vehicle license, which is the most precondition for ensuring basic compliance. The second step is to conduct a market spot check to see if the car can actually meet the standard after loading the parts. However, environmental protection workers from Shanxi and Inner Mongolia admit that there are many operational problems such as the inconsistency of motor vehicle management standards, the inconsistent penalties for excessive emission standards, and the inconsistency of local inspection techniques. The development of Beijing-Tianjin-Hebei and surrounding areas is uneven, for example, in terms of system, working procedures, and equipment (larger differences). For example, there are laboratories in Beijing, and there are no such conditions in other places. The new car is inspected. The technical force in Beijing is very strong, and the technical staff know how to detect it. But the grassroots staff in Qixian, Inner Mongolia, don’t know how to detect these things. I saw that the list also indicated that the test included particulate matter. Now, in Inner Mongolia, we only detect carbon monoxide, nitrogen oxides and hydrocarbons. The particulate matter is not detected.
Relevant experts also said that in the long run, only by achieving the unification of regional vehicle emission standards, oil products, environmental protection signs and other factors, can we better carry out joint prevention and control work for motor vehicle pollution prevention and control.
