However, with the advancement of the national policy on family planning, the economic and social transformation, and the transformation of the lifestyles of urban and rural people, the whole society is facing the problem of the weakening of family pension function. Therefore, the state should introduce an old-age pension policy and actively respond to the aging process of “running ahead” in China. For example, to continue to improve the new rural insurance policy, to benefit elderly people over the age of 60 who have no access to basic pension insurance for urban employees in rural areas; to implement a unified old-age pension system throughout the country to benefit elderly people over 80 years of age in urban and rural areas. Therefore, China's old-age pension measures will be changed from "filling the gaps" to "converting people".

A society that has a large area of ​​one-child families is in fact set aside for the future development. Therefore, for the already-emergent families of “lost independence,” “difficult families,” and “ageing families,” governments at all levels must assume the national responsibility for family planning compensation, vigorously promote the rewards and support system, and change the childbearing concept of raising children and protecting the elderly. The tradition of old-age pensions, the promotion of the consolidation of the basic national policy for family planning, and the removal of various real-life difficulties faced by families with family planning have enabled them to live happier and more dignified under the policy-based benefits.
