The “Kunming City Electric Vehicle Charging Infrastructure Special Plan (2016-2020)” (hereinafter referred to as the “Planning”) covers five aspects, namely General Conditions, Status Quo, General Requirements, Key Tasks, and Construction and Implementation, and is dedicated to the construction of residential residential areas and Construction of parking facilities for self-used parking facilities and public transport, rental, sanitation, logistics and other specialized parking facilities for the construction of special charging facilities, public building parking, social public parking, temporary parking spaces and other public charging facilities In addition, an intercity fast-charging station equipped with an independent urban rapid-charging station and highway service area is a supplemental electric vehicle charging service system for charging infrastructure.

According to the “planning”, during the period from 2016 to 2020, the city will build 122 charging stations and 35,800 decentralized charging stations. Among them, from 2016 to 2018, 67 charging stations and 7,700 decentralized charging piles are planned to be built to meet the needs of the “Three-year Action Plan for the Development and Promotion of New Energy Vehicle Industry in Kunming City (2016-2018)”. 10,000 electric vehicles are used; from 2015 to 2020, 55 charging stations and 28,100 decentralized charging piles will be planned and constructed to meet the total estimated increase of 27,300 electric vehicles in various fields.

The "planning" made it clear that, in principle, 100% of the newly-built residential parking spaces should be built with charging infrastructure or construction and installation conditions; large-scale public buildings should be equipped with parking lots; social public parking lots should be built for charging infrastructure or reserved for construction and installation. The condition of the parking spaces shall not be less than 10%. At least one public charging station shall be built for every 2,000 electric vehicles. In promoting the construction of charging infrastructure for public services, the "Planning" proposes that electric vehicles in the public service field, such as public transportation, sanitation, and airport commuting, should be given priority to the construction of charging infrastructure based on the operational needs of the line. At the same time, it is necessary to reasonably arrange and reserve the land for the charging station of independent land occupation in the relevant detailed control plan along the line. The newly-built and rebuilt public transport and sanitation stations and transportation hubs are planned to reserve the charging facilities required to meet the planned number of electric vehicle operations in the future.

In terms of exploring sustainable business models, the "planning" proposes to encourage the exploration of development methods that combine large-scale charging stations with commercial real estate, and guide shopping malls, supermarkets, cinemas, convenience stores and other commercial establishments to provide users with auxiliary charging services. Encourage charging service companies and auto companies to innovate business cooperation models in sales and after-sales services. Make full use of the financial leasing model, learn from contract energy management and other business models, and promote business model innovation. We will vigorously promote the “Internet + charging infrastructure” related business model and service innovation, introduce new business models such as crowdfunding, online and offline integration, and actively expand value-added services such as smart charging and discharging, e-commerce, and advertising to attract more societies.
