Article 54 of the “Yinchuan City Property Management Regulations” clearly stipulates that public property sites are prohibited from occupying, damaging greening, architectural skits, cultural facilities, etc. within the property management area. The owner and the property service company must not occupy or excavate the roads or sites in the property management area without authorization and damage the common interests of the owners. Any person engaged in any public activity must be approved by all the owners before they can be implemented. It is illegal to grow vegetables in the community without the consent of all owners. Residents can report this to the property department.
